On March 3, 2010 the Government Accountability Office released a report on the progress of Establishment of the Emergency Communications Preparedness Center (ECPC) and Related Interagency Coordination Challenges. A link to the report is provided.
The Office of Emergency Communications and the establishment of the ECPC was required by Congress as part of the Post-Katrina Emergency Management Reform Act of 2006.
